RUTH ABRIL STOFFELS

Professor of Public International Law and Director of the Equality Area, University San Pablo CEU (Valencia). Gender adviser in OTAN operations (HIREX 2013, JAGUAR-2014 y JUNCTURE-2015).  Doctor in Law (UCM), Bachelor of Laws (UCM) and Political Science (UNED), Master in European Studies (College of Europe) and Equality Agents (UDL). Their lines of study are human rights, international humanitarian law, women, children, peace operations, development cooperation and the fight against terrorism. In these fields he has worked as a consultant for the EU, NATO and NN UU. Her major monographs are humanitarian assistance in armed conflict (2003), The Protection of Children in Armed Conflict (2007) and today Reconciliation (2013).

PASCUAL AGUELO NAVARRO      

Lawyer specialized in Inmigration Law. Former President of the Inmigration Sucommission  of the General Council of Spanish Lawyers (CGAE). 

JUAN MANUEL ALEGRE AVILA

Full Professor of Administrative Law at the University of Cantabria. Former Legal Adviser from the Constitutional Court. Author of “Evolución y régimen jurídico del Patrimonio Histórico Español”, 2 tomos, Ministerio de Cultura, 1994; “Subsuelo: hecho y derecho”, Thomson/Aranzadi, 2008. Author of more than one hundred articles and Jurisprudential comments in journals of the specialty.

He has focused his research mainly on the Historical Heritage; System of sources; public function; public domain; validity and effectiveness of legal acts; Public sector configuration; Territorial autonomies; Local autonomy; State law and European Union law.

He is member of the editorial board of “Patrimonio Cultural y Derecho”.

JAIME FRANCISCO ANTA GONZÁLEZ

Judge. Chief Judge of Santander. Part-time Lecturers on Civil Law (University of Cantabria).

DIMITRI BERBEROFF AYUDA

Judge. Chief of the Technical Cabinet at the Supreme Court of Spain (2014 at present). Former Legal Secretary at the Court of Justice of the European Union (2007-2010). Author of numerous conferences and publications in field of European Union Law and environment.

Member of the Network of European Union Law Experts (CGPJ). Part-time Lecturers (International University of Catalonia) and the CSE Cisneros (Universidad Complutense).  Collaborator with the Research Network on EU Administrative Law. Author of severals publications about European Union Law and Public Law. He has coordinated and directed various training activities for judges and magistrates.

CLARIBEL DE CASTRO SÁNCHEZ

Associate Professor of Public International Law and International Relations at the UNED. Throughout his career he has focused his research in International Humanitarian Law, International Law of Human Rights and international security. He has made a number of publications, including The law of humanitarian intervention in contemporary international order. The impact of «Operation Iraqi Freedom», paper for which he received the 2004 Defense Award, granted by the Ministry of Defence.

MIGUEL CEBALLOS BARÓN,

Deputy Head of Cabinet of EU Trade Commissioner Cecilia Malmstrom since 2014. Deputize the Head of Cabinet. Adviser on trade and foreign policy. Advise on relations with China and Latin America. Coordination of Agriculture and Intellectual Property policies.

Former Member of the private office of the EU High Representative for Foreign Affairs Catherine Ashton (2011-2014). Advisor on EU-Asia relations, external trade, industry, energy, environment and climate change.

Policy Officer – Economist. European Commission (2010-2011).

First Counsellor. European Union (2006-2010). Head of the Trade and Investment Section at the Delegation of the European Union in China.

European Union Chamber of Commerce in China (2006-2008). Member of the Executive Committee at the European Union Chamber of Commerce. Advice and contribute to the policy setting, objectives and management of the Chamber. Support the work of sectoral groups. Ensure fair and inclusive elections to the management boards of the Chamber.

PAZ DE LA CUESTA AGUADO     

Full Professor of Criminal Law at University of Cantabria. She is working on Artificial Intelligence, terrorism and economic criminality. Former Researcher and Academic Staff Member  at the University of Cádiz (1990-2008). In 1992, she become PhD in Law from the University of Cadiz with Extraordinary Doctoral Award (“Criminal liability to nuclear risk”). She is the author of 15 books -which include «Causality in crimes against the environment» (2 eds.), «Typicality and Causation» (2 eds. with numerous reprints), «Culpabilidad: exigibilidad y razones para la exculpación) or, more recently, «Trafficking persons, objects and goods crimes”-; 36 articles; and participated in 30 books as co-author, also it has numerous articles in journals and book chapters. She has led national research projects (public funded), and now is leading a I+D Proyect “Artificial Intelligence: Conduct Guidelines and regulatory models (on a code of conduct for non-human intelligent beings)”. She has held various academic positions, including Director of the Andalusian Institute of Criminology (section Cádiz). She is member of the editorial board of international journals and reviewer of the most relevant related journals. In 2011 she was awarded the prize Cantabria government against gender violence. She was visiting professor of University of Giessen (Germany) o University of Cuyo (Argentina), i.a.,  and she also worked as an attorney specializing in criminal law from 1986 to 1989.

JAVIER GALPARSORO

Lawyer specialized in Inmigration Law. President of the Spanish Commission of Aid to Refugees (CEARC-Pais Vasco).

ÁLVARO JARILLO ALDEANUEVA

Associate Professor of Public International Law at the UNED. Former Vice-Rector of Students, Employment and Culture of UNED (2009-2013). Postgraduate training on the European Union at the Universidad San Pablo CEU and the Paris I Panthéon-Sorbonne University. He has worked in Geneva at the United Nations High Commissioner for Human Rights and in Brussels at the Directorate-General for External Relations of the European Commission. In the field of research of his doctoral thesis, he participated as observer of the main international organizations (UN, EU, OAS, and OSCE) in the processes of transition towards democracy of countries like Indonesia, Timor L’Este, Serbia, Montenegro, Kenya and Haiti. He has participated as a coordinator in several research projects and his main areas of research, on which he has numerous publications, are International Human Rights Law, European Union Law, the protection of the rights of persons with disabilities and the processes of democratization.

JULIO JORGE URBINA

Associate Professor of Public International Law at the University of Santiago de Compostela. Director of the Department of Public Law and State Theory. Coordinator of the Master’s Degree in International Studies at the University of Santiago de Compostela. The main lines of research are International Humanitarian Law and the Law of the Sea. In these areas he has published monographs and articles in Spanish and foreign scientific journals.

DAVID LANTARÓN BARQUÍN

Associate Professor of Labour Law (University of Cantabria). Law Faculty Dean (2014 at present). Research group on “Labour Law and Social Protection” leader. Author more than 160 specialised publications. Member of the Editorial Board or of the Board of Directors of several periodicals. Former Magistrate Pro Tempore in the Superior Court of Justice of Cantabria Region and arbiter for election of workers and officials representation. He was appointed as arbitrator to resolve conflicts related to pop-out clauses in relation with wages and other working conditions. Manager-Secretary of the Cantabrian Organization for the Out of Court, autonomous, Settlements of Labour Conflicts for regional collective and individual labour-related disputes during ten years, appointed as acting for a seven years period as well as arbiter of this institution during seven years. He has continuously participated in several research projects on a competitive basis at a national level.

TERESA MARCOS MARTÍN

Associate Professor of Public International Law at the UNED, has focused his research mainly on the right of the European Union, and in particular in State aid. She has published on procedural problems in the control of State aid under Community law and, more recently, the article «Competitors and annulment on State aid: standing to challenge the decision of Article 108.3 TFEU in case law EU «REDE # 42. As regards the protection of human rights, has focused on child sexual abuse. Her latest publication is a contribution to a collective work and Family Violence: educating for peace: «Prevention and protection of child exploitation: the role of the family.»

LUCÍA MILLÁN MORO

Full Professor of Public International Law International Relations at the University Pablo de Olavide. Holder of the Jean Monnet Chair on EU law. She is the author of numerous and relevant publications in the field of EULaw, including his monograph on The harmonization of legislation in the CEE.

Center for Constitutional Studies, 1986. ISBN 84-259-0746-2. Among her main research matters of interests it is include the study of the judicial function and the international and european jurisprudence.

CARMEN QUESADA ALCALÁ

Associate Professor of Public International Law and International Relations at the UNED. Deputy of Spain at the European Commission against Racism and Intolerance of the Council of Europe and professor at the Center for the Study of International Humanitarian Law of the Spanish Red Cross. She has published The International Criminal Court and state sovereignty, along with several book chapters and articles in national and international journals related, among others, international criminal law, international humanitarian law and human rights.

BEGOÑA TORRE OLMO

Associate Professor of Financial Economics. University of Cantabria (UC).

Teaching of subjects about international financial system, international finance, microfinance since 1995.

Professor at the “International Master in Banking and Financial Markets” (organized jointly by UC and Santander Bank –UCEIF Foundation) in Mexico and Brazil.

Coordinator at the Summer Abroad “Business, Banking and Finance” (organized jointly to University of UNCC Charlotte, USA).

Research focused on Financial System, Microfinance and Corporate Finance. Publication of scientific articles in relevant international journals.

FERNANDO VAL GARIJO

Associate Professor of Public International Law at the UNED. He has published several articles and papers on International Criminal Law, International Humanitarian Law and International Organizations with special regard to European Union issues. Out of the academic field, he has acted as external legal adviser for the International Law Department of the Spanish Ministry of Foreign Affairs and Cooperation of Spain.
